Likely the carbs need removal and service, and all fluids changed. Hydraulic clutch and brake cylinders may need fixing, but othe than that everything else is normal maintenance..... like new tires, etc.

Air filter box, battery and battery box. One can then reach the two under screws but will likely find them siezed requiring small vice grips or other tool that fits.
I would reinstall the TCI box on top of the air cleaner...... helps keep it dry.

Unloader valve (mechanical)
Start capacitor
Crossover switch (mechanical)
Run capacitor
Also possible is a failed armature bearing causing armature to field coil contact.

Having ridden my Ventures now for 27 years, I don't think it a big bike at all......just the right size to get the job done well. Now Goldwings are big, so big and heavy they require a reverse gear.

A sluggish return is more likely due to sticky friction. Check the slide bore for smoothness, and both the slide and bore for varnish buildup that can be gently removed with a mild solvent. The slides should move smartly without slamming closed, but close easily/softly.

Never seen just one carb on e-bay, only complete bank of 4. Might need to buy a bank, then sell off the other 3. Hopefully, someone had a parts bike that is willing to separate.

BTW, you can achieve negative caster by slamming your bike into a wall doing 100 mph. Otherwise, negative caster ain't gonna happen.
