I would go with the speedo cable first, just take it off at the wheel and go for a ride to see what happens. The wheel does not spin on the axle, so not greasing the axle would not cause any noise, although lightly greasing the axle is a good idea. If it still makes noise when the speedo cable is off,,,, it would probably be bearings.

Mostly I have to take a long extension and a solid hammer and tap them up a bit. Spry some WD40 on the forks above them, so that when they start to move they'll slip easier. Be careful not to damage the fork in the process, that's why I use an extension, it has rounded (soft) edges, and not a punch or other such wrecking instrument.

Good place to start, or check voltage of battery before and when you hit the start button. If it drops below 10.5 volts it means a trip to the store. Obviously not a 1st gen, it would start right away in this kind of weather.

We had a discussion after dinner last night about insurance coverage in Ontario, and how it might compare to other places. So I looked on my policy and here is how it breaks out: Cost for coverage: $507.00 for 12 months. $50.00 for $2 mil liability, that provides coverage for bodily injury to all involved. $277.00 for Accident benefits, provides for expenses incurred, such as loss of wages, funerals, travel and living, and other such none bodily expenses. $9.00 for uninsured coverage, just in case the other person doesn't have insurance. $75.00 Direct Compensation, provides for the payment of claims even when it's the other persons fault. $96.00 for OPCF 44R or Family Protection Coverage which mostly provides funds in case there isn't enough available from either the person at fault or other such things,, kind of, it's a lot of reading and can get confusing. So there you have it. This is for a 1st gen with no collision coverage or fire and theft, the scoot is too old to have coverage, so that would cost some more.

Oil drain plug is at the bottom,, don't loose the O-ring that's in there. I found it best to leave the caps on until I have the oil drained. Remove the screw, one at a time, fit a catcher in front of the drain hole and then add a bit of air to the forks, just a bit mind you, and you'll find that the oil will come out lickidee split rather than taking a couple of hours. Put the screw back in and then do the other side. For the progressives, all you need is the pre-load that come with them. You can use them or not, or cut them in half for a softer ride. I don't use them, others use the whole piece. There is also a shoulder washer on top of the spring that would be good to keep there.
