If you do decode the plate, then read the entire sentence starting at the top of the frame, go to the plate and then the bottom of the frame. Then it makes sense. Pretty creative actually. Don't feel bad, takes me forever to figure out some of these plates guys use. My wife usually gets em right away, I don't.
