Looks kind of like something Rupp built years ago. Boonie bike I think they called it. Might have been a benneli. Once upon a time I saw something about the Russian military using bikes like this.

Its a Russian rip off of a Rokon TrailBlazer. They have been building them since the early 70's. They have moved on to better designs now but the same concept. http://www.rokon.com
