Also don't forget to lube the seal prior to installing, it is actually how seals seal! The rubber has microscopic pores that need to be filled with whatever it is sealing. You can use motor oil, assembly lube, or non synthetic grease...

Also there is a good chance you still have water in the tank. How did you drain the tank??
EDIT: Your fuel filter is located near your R/R. It is best to remove your rear tire to get to it. Also if you can remove the gas line at the fuel pump and before you install the new filter but with the old one off blow compressed air through the line to eliminate any trapped moisture and crud, or replace the line with a new one!
Yes, if you remove the rubber boot around the front u joint you can have someone watch to see if the driveshaft goes around when in gear. If it moves and the rear wheel does not, then it's a rear end problem. If it does not move then the problem is in the output of the transmission...
Strong gas smell can be a couple of things but the obvious is that you have a stuck float or a needle valve that is not fully closing which would account for the low MPG, when riding you are pouring gas on the ground!
there are 4 overflow hoses coming from each carburetor. While running look or smell each tube for gas. A Seafoam soak followed by a ride it like you stole it ride on a tank of gas should help!!
