Possible reason for them being disconnected. When they short out they make a bunch of smoke and blow fuses!! Probably the death for both of your capacitors, and as stated unplugging fixes that...

By any chance is your 4 way flashers on? Is the connector for the 4 way flashers still connected? If it isn't connected it will knock out the turn signals...

I had a similar issue, I ran the troubleshooter from the computer and it fixed it. Go to control panel, network and sharing center, troubleshoot problems...
