MIKE, the additional oil level above center of window won't show you any performance concerns or even oil leaks/ drips from air box relief hoses unless you twist the throttle hard. yes that is the lowers, and the hose is near the bottom of the radiator and runs from one side to the other and is black and as big around as a #2 pencil

the vacuum line inside the lower fairing is leaking.

Put some epoxy around the outside area of the black plastic and push it back into the collar, it will be fine.

two or three things to check first, do you hear any type of vacuum or air rushing noise when removing gas cap at ANY time? do you hear the clicking from the fuel pump? was your fuel level above below half tank at the time?
