As long as there is some kind of a locking mechanism to hold the chair and driver from moving, and all of the safety stuff works, I don't see why not. I've seen many people who can't walk get out of their truck or car & maneuver themselves into a wheelchair for shopping etc. I saw one invalid recently with a small crane on the back of his PU truck for lifting his wheelchair. Nothing wrong imo with an invalid riding a bike & then needing to use a wheelchair for mobility. He she will ride the bike & then transition to the chair when needed. Good on him or her!
