Solved** The plus was originally intended for an audio system which my bike does not have. I found the missing relay hiding in some wiring. I had to fix the headlight wiring as it was messed up from the previous owner but after throwing a new bulb in and correcting the wiring my tail lights and running lights work as they should.1 point

The rear master cylinder was actually perfect. The brake pedal was the issue. I managed to free it up and bleed the brakes. They are working as they should now!1 point

Those rear master cylinders build up with crud if fluid is very old and contaminated with moisture so yes rebuild is likely but don't be surprised if they are corroded inside meaning full replacement. So before you invest in a kit pull it apart clean it and thoroughly inspect every piece. Including the proportioning valve.1 point

Seems to me that a master cylinder rebuild is needed and maybe a caliper rebuild also while you are at it.1 point
