some of these laws may or may not apply in that juristiction but these are some I can think of...

 

Drunk driving

Littering (he threw an empty beer can over his shoulder)

Operating a lawn mower on a public road

Convaying a threat/threating a police officer

Drunk in public

Drinking in public

Resisting arrest

 

 

Can anybody think of more?

 

 

But mostly just being STUPID.

Looks to me to be just a back country road and I can't see him being pulled over for anything in this country, now if he were on a super slab that would be a different story, as for the littering, yep he'd be charged. It also looks to be use of eccessive force to me, maybe he was drunk, but I would say he was just a few shy of a load.

I did think the pepper spray was a bit rude but he was having trouble getting his full attention. May have been a good thing his wife wasn’t with him. From the couple of times he mentioned her I bet she uses pepper spray for breath fresher.
