Check to see if you have power going to the solenoid at the small wire when pressing start switch also check with meter to see if you are getting power to the starter it may be locked up I have seen that
The solenoid may be bad

Andy it is pretty straight forward but you will beed to either drain some coolant or make a 5/8" plug for the water hose on the right side of the head

The split ring PN is 3jj-23125-00 the larger ring is 3jj-23171-00 and theseal is 26h-23144-00
I just changed these on my 83 and have an extra set for the 84 these are the latest part numbers I got them over the winter

Try the kickstand switch that will keep it from starting and kill it when going down the road if it wants too. Don't ask me how I know that one

Rick make sure the battery cables are clean and tight it sounds like a loose or bad connection

Seeing as how its well withing specs I would not worry about it myself but I understand
The first thing I would look at is Chassis ground and battery grounding spot if that is good I would do a wiggle check on the wiring looking for continuety (maybe not spelled right) changes in the ground wires.
The key switch contacts are always suspect as is the starter switch contacts and the kill switch.
Dont over think it and take your time the answer will come to you when you least expect it.
