AM/FM radio symptons............

The radio on my 93 Royale is acting up. What it does now, it powers up, but the display doesnt come on completely. It plays but it seems to be scanning stations and will not lock on to any. I have changed the controller and the module below it which controls the volume and the intercom. These parts when installed do the same thing. I am thinking about changing the lower unit in the fairing, but could it be the driver controls mounted on the handlebars thats causing the problem. That is the only control that has a seek button on it. If I disconnect that controller, will the radio still function? I plan on removing it after Vogel to see if that is it. Anyone else ever have this same problem?
