Radio Issues

I have a '86 Venture that I bought less than a year ago. The radio never worked but I finally got power to it the display lights up and tape player works, b ut on the radio you can't change channels it is stuck on 1 Spanish FM channel or 1 AM channel. It don't have the handlebar controls anymore the guy said he cut the wires and threw away. Would that possibly have anything to do with it or can someone please give me suggestions. I would suspect that the radio system would work with or without the handlebar controller. Make sure non of the wires are making contact with ground or another wire.

 

You may also have one or more buttons on the radio stuck down.
