Yes, what you have to do is switch where the "Boost sensor" gets it's vacuum from, on '83 it is carb vacuum, on '84 up it is manifold vacuum. That being said, to just test if the '83 is working or not, you can simply just plug it in and see if the bike starts and rev's up reasonably ok. At idle it should run smooth, or about as smooth as to be expected. The main point is if the unit IS good, or at least not totally FUBAR the bike should start and run. Unfortunately due to the advance being 180 degrees out of phase the bike will not accelerate very well, and unfortunately I'm not sure where you would get the proper vacuum from on the '84, on the '84 it comes from the "intake manifold" or the carb bot as it is referred to... Maybe someone else has that answer, never owned an '83, just know about the backwards vacuum signal even though it is the same boost sensor on both years, the TCI advance circuitry is inverted from the 83 and the 84...
