Don't know how much noise you are looking for, but I just drilled mine out with a 7\8 spade drill bit. From both ends. Gives a bit of a rumble, not anything loud but enough to show that work is being done. Easy to do, all you need is a long extension, the metal is really quite easy to drill out.

I sawed mine at the weld with a hacksaw and drilled them out. Yea I know one of the holes is not uniform. But hey when I'm cruising nobody notices. The noise is not bad for the rider. I still listen to my am,fm ok.
