I am presuming that is a brake light?

Can you point us to a link or to the link where you bought it?

Does it ever stop flashing and just become a brake light?

I had one of those on my 650 Maxim about 6 years ago and my friends all complained that it was too hard to tell the difference between regular flashing/spinning and braking flash. They rode me so hard about it that I got rid of it.

They may have been right. I've since noticed on other bikes that they are hard to differentiate unless you are watching it when it goes from spinning to flashing.
